@rob I think that's probably right - but it should have been spelled out - e.g. 'If the top weight at the time of publishing the weights is scratched before final declarations, then a new set of weights will be published' - for me the rules as they stand are bound to lead to confusion - why not just publish the weights at final declarations ?

[code:tunvagel]
<strong>54.2 ALTERATIONS IN THE WEIGHTS</strong>
<span style="color: #FF0000;">There shall be no alteration in the weights after publication <strong><em>except:-</em></strong></span>

54.2.3 if, when the final declarations close, the highest weight in a handicap is less than
60Kg that weight shall be raised to 60Kg and all the other weights shall be raised
accordingly, such that any horse with less than 52Kg will have its weight raised to
52Kg.
[/code:tunvagel]

So, alteration? YES, what: raising top to 60kg
after publication? UNSURE, but doesn't matter, rule reads "except" for...
Final declaration: 23rd June

Conditions of July as printed in the official programme -
5) Nothwithstanding 2&3 above (2&3 refer to minimum and maximum weights to be allocated to age groups) , the handicapper will raise all weights proportionately to 60kg, should the top weight originally allotted be less than 60kg at time of final declaration.
So, the handicapper WAS NOT PERMITTED to re weight the race after publishing them on Tuesday 10th of June. The handicapper's job was done and now the conditions of the race took over. When published, Yorker was 60kg. Those weights stand until declarations. Those were the originally alloted weights. At declarations, all weights will then move up proportionately by 2 kg, as Yorker was scratched after the weights were published.

So, sorry if I confused anyone with the facts.

And if you find believing me a difficult pill to swallow, then goto www.sahorseracing.co.za , click on programme of meetings & fixtures(pdf's) , click on KwaZulu-Natal , click on 201407.pdf and open or download the programme for July, the first page is the Vodacom Durban July..... and the conditions of the race....

What does "re weight" mean? I got the conditions and the rules. Who, or what, was re weighted?

Jack, the handicapper published the weights on Tuesday. After the weights were published, Yorker was scratched. After Yorker was scratched, the handicapper brought out a new set of weights without Yorker. This is clearly in contravention of the conditions. The original weights must stand until acceptances and then the top weight adjusted up to 60kg and the rest proportionately.
There is only one way to do it, unless some one or some body is or are above the laws and the conditions...
This is a serious matter. The integrity of horseracing is at stake here, imho.

Ahhhh.. So we saying they can't say KING OF PAIN 60kgs YET!! For now he must be 58kgs, till Monday, THEN they can say 60Kgs??

Or better KING OF PAIN 58kgs (60kgs) for those of us who can't add 2?

Or even better KOP 58 (60), RAKE 53.5 (55.5), FUTURA 53 (53) ?

Jack, not the same rule or condition. The July has slightly different wording and conditions, specifically applicable to the race, than a normal handicap.... As referred to in my earlier post.
Anyway, the issue is that they weighted the race and then those weights were published. When Yorker was scratched, they later brought out another set of weights, without Yorker in, which is contrary to the rules.
And they will now just say that the weights were still a work in progress and should not have been published so early on the day, in the first place, by NRB....
Irrespective of who is to benefit, either way, by the weights, my personal problem remains the Integrity of Racing.....and for how much longer I am going to sit back and watch this sort of thing happening....quietly.
Who regulates the regulators ?

LG, I agree with you in principle - but I'm wondering which part you find 'contrary to the rules' - I don't see anywhere where it is mentioned that the weights can't be amended after publication ?

Look, those d@$#%s scratched Yorker at the exact time they THOUGHT would suit them. First they said the horse was a doubtful runner, then they said it was a definite runner! Everyone holding back because of their kind warning then played trusting them. Now they cry "integrity"!

I agree, with a race like the July, I expect "publication" of the weights not to be a glimpse somewhere on the net, but when they put it out properly...a kind of you will know it when you see it. I remember that for a moment on the internet YORKER also appeared with a 120 rating, and then officially got a 118. None of the Yorker camp cried "integrity" then. W@#$%^!

Jack, stuff the connections and which or who. U obviously support changing of rules etc.to suit whomsoever or to criticise somebody. Take the blinkers OFF !
Sorry, but your way is shocking. Racing is stuffed, should we continue to make new rules as we go along, because we may or may not like some people.
Rather we get the rules in order and force those who make them , to uphold and obey them.
Or racing is a circus.

Do you think the connections of Yorker should apologise to the punters?
