This issue of running horses that need the run badly needs to be addressed by the rule that already exists,relating to inconsistent form,but needs to be amended so it becomes of some use!
Pirates has got the pointer....you measure consistency by comparing the MR of runs.
What it requires is for all parties to agree what constitutes inconsistency and then the hdcappers ,who work out the MR of every run anyway,reports transgressors, having plotted the "in and out" runs.
The penalties then apply on a Yellow card/red card basis.(yellow card for 1st offence followed by red card- suspension) and so forth.
It would suddenly become dicey to run horses knowingly underdone/unsound etc and give the MR more relevance,which is all the form studier asks for!
