Good posts by both JAP and PeterD and many valid points raised; the original question though can not be properly explained to the guy in the street - how can horse A beat Horse B in a handicap and then get dropped, while Horse B stays the same (and I take the point of Luthuli running 'below par' and given the benefit of the doubt)

Dear Dave, I note your inquiry re: the current thread on your website: The NHA handicapping panel - headed by Chief Handicapper - Mr Lennon Maharaj has an open door policy, so if anyone needs clarity on any aspect of the application of the MR system, please feel free to contact him ,Mathew Lips or Nigel Mazibuko on any day EXCEPT a Monday from 11h00 onwards. As you are aware, Monday's an extremely busy day - finalising the week ends race meetings. In order to ensure that the discussions have substance, we fully appreciate that selected examples will be highlighted & we shall handle accordingly, your callers should have an holistic objective approach, on a subjective topic. Thank you ..Vee

"To ensure that the Plate races are filled for young horses, I believe that no horse should be allowed to run in a handicap until it has accrued at least 2 wins or run at least 6 times."

Something along these lines is what I've advocated for a long time.

This has nothing at all to do with the handicapper. The operators make the rules and orientate their programme towards MR's, and away from so-called Plate races. Why is Dave Scott not asking Messrs. Soma, Vermaak and Rivalland why they persist with MR handicaps even though there is no NHA rule which forces or coerces them to do so?

Could the above example be clarified to the public. It will be in everyone's interest how the decrease got applied. Thanks.
