Horse paying R1 a win on the tote finishes unplaced.

People obviously backed it as it was paying R1 for the win.
Ballarat harness standing start always risky but surely you can't have a win bet paying R1 for the win anywhere else in the world except here.
In Australia it was paying 1.04,so a profit was to be made if it won but here you backing something to win with absolutely no profit just doesn't make sense and the gambling board has to look into the unfair practice of our tote.

If everyone backs the same horse and if the operator’s mark up is greater than zero then the win dividend on that horse will always be less than one unit.

I understand that Mac,but I think the tote in Australia will always show some kind of profit,never your money back for a winning bet.
Not sure if it's 1.01 or 1.04.

Once upon a time we used to have a minimum win payout of R1.10 which was funded by the other bets but with the advent of smaller fields the operators reduced it to R1.00. Furthermore, our tote only seems to work in multiples of ten cents which is strange to me.

Australia have three totes and we co-mingle with one of them.
It was paying 1 here yet 1.04 there.
If they can make a plan to do that then why can't our tote?
Some still are all for the tote yet your money has depleted by 25% as soon as you place your bet here.
