I wonder what the exceptional circumstances are and why these are not made public? Here we have an absolute mockery of the reasons behind Barrier Trials taking place - transparency.
I wonder what Mr Tarry has to say about this. I recall Liege being barred from racing in KZN because of this exact reason. You have to love this country though... The funny's take place at all levels, not just in Parliament.
