Where can I learn handicapping

Was curious, is there any way I can learn handicapping as it works here. In metres. Kilograms everything.
Is there a text book or online

it's same as it works in uk, australia, hong kong,etc. 1kg=1Length over a mile, wfa and level weights races are won by best weighted horses and handicaps are won by well handicapped horses.

after each race the official handicappers chose the line horse (most consistent) and adjust every other horse's rating according to how far they were from the line horse.
