Is there a " Inner Circle" in SA racing?

On another thread Harry mentioned and i quote" one out side the inner circle"
That is something that I have been wondering for sometime.
It seems if you are not part of a certain group of breeders, trainers, bloodstock agents, and some commentators, you are not reckoned as being important and part of the inner circle.
when you look at gatherings, social events and meetings if you are not part of this "inner circle" you are not important.
In Phumelela even job promotions are filled by persons from the "inner circle"
but if you are a big owner then all of a sudden you are in, in this regard I think of Jaco Cloete, came from nowhere bought a few horses and then became part of the executive management (inner circle) because of that, wonder where is no?
So do you have to be a big spender to break into the "inner circle" or what does it take?

AM I WRONG?

I know of a former major owner in SA who's representative was asked/encouraged to join in on some bidding and other untoward things. The kick backs and the "permission" to be involved with some choice thouroughbreds was the carrot that was dangled.

Needless to say the rep (a person of morals and high standing in sa racing ) to them to get stuffed......he also advised said major owner to start cutting back as the playing field was now impossible.

if you guess the owner ill confirm
