Help on How to Calculate Merit Rating

Hi All, I am new in this forum and new in horse racing too and I noticed is merit rating all the way. I have read handicapping guidelines but it never made any clarity as to where are those base numbers like MR 72 are coming from.
Scenario-A
Let say Horse A beat Horse B by 2.00 lengths and Horse A clocked 100.00 sec over 1600M
Both Carried the same weight. Now what will be the merit rating for Horse A and B.
Scenario B
Say Horse A beat Horse B by 2.00 length and A clocked 100.00sec over 1600M
A=56.5kg and B carrying 60kg now what will be Merit Rating for these horses.
And lastly where do those base numbers are coming from, is the base a 100 and then they work out any rating for the horse.

Also note that you can totally ignore time. It does not come into the calculations at all.

look at result of race. look at horse in race that appears to have run consistent to his/her form. check consistent horse's MR. give other horses + - MR's based on lbh consistent horse.

thank you guys for your taking your time in reading this, it just that I have always wondered if there is more to MR than meets the eye. I guess the top weight horse as they say is the one to follow...

my cents...
mr's range from around 30 to say 120+
in general a maiden winner/runner up will earn a mr70+, thereafter progress or regress...
now scenario a:
before
horse a mr 70(60kg):
horse b mr 70(60kg):
after
horse a mr 74 (+ 2l, 1l=1kg or 2mr points over 1600m)
horse b mr 70 - stays the same being the line horse....
when they meet in a mr74 hcap race horse a will carry 60kg(mr74) and b 58(mr70), which means now horse b has a chance to dead-heat with a.....
