Are Some Jockeys Above The Law.

I'm not sure if any action was taken by the stipes on Sunday.
If so ignore this thread.
Great jockey that he was and I hope he gets back in shape because he certainly looked race unfit on Sunday.
I'm talking about 2 rides by Andrew Fortune.
On Tribal Code he did a very dangerous manoeuvre and caused bad interference to the 2nd and Englanders selection.
There was a review but placings remained the same, the best horse won but it was a rough manoeuvre.
Then in race 8 he was on Coltrane and hampered Global Express who looked an unlucky 2nd.
He looked completely knackered on Coltrane, should he have to take a fitness test?
Lester Piggot also got away with a lot at certain tracks that other jocks wouldn't have..
I may have missed it if A.Fortune received a ban, could someone let me know if he did.
Would like your views guys.

a) Jockey B Fayd’herbe, the rider of SHEER DYNAMITE, reported that this gelding changed stride continually in running. The Veterinary Surgeon was requested to examine the gelding on its return to the unsaddling enclosure.
b) At about the 350m GILGAMESH (G Schlechter) had to steady off the heels of TRIBAL CODE (A Fortune), which shifted out away from the crop. Jockey A Fortune, the rider of TRIBAL CODE, was charged with a contravention of Rule 62.2.7, in that he failed to ensure that he did not cause interference when he shifted outwards at about the 350m. Jockey A Fortune signed an admission of guilt and he was suspended from riding in races for a period of one week. (02/04/02013 to 08/04/2013 both days inclusive)
c) Leaving the 100m TRIBAL CODE (A Fortune), which finished the race strongly improved into a narrow run between a tiring PRINCE OF PANAREA (App G Goomany) and DANZEY GREEN (M Winnaar). Thereafter SHEER DYNAMITE (B Fayd’herbe) shifted out away from the crop bumping DANZEY GREEN (M Winnaar) outwards, which in turn bumped TRIBAL CODE (A Fortune, which was turned inwards becoming unbalanced. This led to DANZEY GREEN (M Winnaar) being checked off the heels of TRIBAL CODE (A Fortune) losing position. Jockey B Fayd’herbe, the rider of SHEER DYNAMITE, was charged with a contravention of Rule 62.2.7, in that he failed to ensure that he did not cause interference when he shifted outwards at about the 100m. Jockey B Fayd’herbe signed an admission of guilt and he was suspended from riding in races for a period of one week.
d) Jockey G Behr, the rider of NEW MOON RISING, reported that his saddle slipped sideways in running, which placed him at a disadvantage.
e) TRIBAL CODE (A Fortune), the winner, was selected for the taking of specimens for analysis. Trainer J Ramsden was advised. (S Naude)
THE VETERINARY SURGEON REPORTED
SHEER DYNAMITE (B Fayd’herbe) was inspected post race and no obvious abnormalities were detected. (Dr A Peggram)

b) The riders in this race returned to scale on average 1,5kg overweight due to the heavy rain that fell during this race.
c) Jockey K Neisius, the rider of SOLOMONS WALL, and Jockey B Morgenrood, the rider of KING O DREAMS, reported that their mounts took no interest in running. The Veterinary Surgeon was requested to examine these horses on their return to the unsaddling enclosure.
d) At about the 50m GLOBAL EXPRESS (B Fayd’herbe) and FOLLOW THE WIND (K Teetan) steadied momentarily on the inside of COLTRANE (ARG) (A Fortune).
