Whose job is it.

There are a number of threads where case after case of inexplicable tote dividends are discussed and it is time someone took responsibility....but who.
The clue,to my mind is the following:
NHA rule no.72.1.29:No person or individual shall place a bet or bets on a HORSE with the intention of altering the totaliser pool so as to create a favourite,which in the absence of such a bet or bets,would not be the favourite;
Now,in spite of this let us examine some facts.The NHA has sent an official communique stating that it is charged with regulating racing,and not the betting thereon?
Does this mean that it does not agree with this rule and therefore refuses to recognise and regulate it,in spite of its existence?
Daily,tote favourites are changing,just prior to a race,during a race,and on occasions,after the race.
I call on the NHA to inform us of how many of these cases have been investigated,as there is certainly prima facia evidence that a breach of this rule is occurring.
The issue of tote dividends is certainly endangering the integrity of racing,and failure to regulate its own rules is indicative that the NHA is contributing to this end.
I hereby allege that,IF no investigations have been conducted prior to todays date,then,in the ignoring of this rule,the NHA is failing in its duty to racing!

Is the tote favourite designated according to amount of win bets or place bets on a horse ?? I ask because @ the Vaal on Tuesday Polo shows place 1.50 with Starstruck 1.00 yet Polo given as T/ Fav ?

I think that the NHA should be doing it's duty in terms of it's rules and mandate and stop wasting time and money holding enquiries with a view to punishing justified criticism.
The best way to avoid the criticism is to regulate!

Rob you talk complete sense but no one cares a s...t thats why from 20 horses in training in 1998 to a very small interest of 2 horses in 2010

with ragards the NHA rules, what is there ruling towards ''inconsistent runners'' , I may be mistaken but years ago horses use to get suspended for ''in and out'' performances? .... doesn't seem to happen anymore?
and secondly if a horse is scratched from a race on say Saturday, can that horse run the following week day or is the horse suspended from racing for a certain period?

Greg,insofar as scratched runners,there seem to be so many rules that are at the discretion of the regulators,it amounts to no rules or "make up as we go along" rules.
Insofar as inconsistent running,I put up an entire thread on this rule(and its shortcomings).
