World Cup doping rules

The incidence of doping in football is 0.4% the majority being recreational drugs with only 0.07% positives on anabolic steroids. I will not put out tyhe whole list which is available at

except to say the usuals are all there..anabolic agents, peptide hormones, growth factors and related substances eg EPO, platlet derived preperations eg platlet rich plasma (intramuscular route), beta-2-agonists, hormone antagonists and modulators, diuretics and masking agents of which there are nice new ones and of course prohibited methods (blood doping etc)
My point is though that they "allow drugs for therapeutic use exemption". It must be appreciated that players may suffer from the same medical disorders as the non-athletic population and therefore should be afforded the most appropriate medical care for that condition or ailment. This management might include the use of agents that appear on the list. Their is a clear well controlled process of application for Therapeutic Use Exemption where a committee would evaluate using the drs and players advise as to whether the patient would suffer detrimental health without the use of the agent.
Now my question is why is this not applied to horses who are prone to bleeding during a contest and the use of diuretics??

... because they don't breed soccer players - and if they did, they would spend enough money (as it is the biggest commercial sport, globally) researching bloodlines of players that do bleed, so that they could avoid breeding with those lines. The gene pool of the human race is exponentially bigger than the Thoroughbred horse. So, instead of allowing drugs/ medication even for theraputic use, the horse racing authorities and stud books avoid them altogther, in an attempt to imitate "natural selection" and hope that it breeds itself out... The Northern Dancer phenomenon has managed to put a huge spanner in the works there... *sigh*
