Ok I can perhaps shed some light here.....
The different territories have different payouts. The NSW tote and the VIC tote will always have different payouts.
I was there at the end of 2008 and had a punt or two (as I do) and was told that you have to specify which tote you want to have a bet on. They offer different payouts.
Now I cannot remember for the life of me why. Not sure what it has to do with, but I'm pretty sure it will also apply to SAf racing

Rate of exchange doesn't matter one iota to the punter. P and Vic would have some agreed rate for the day for computing pool sizes and settling any balancing cash flows. Prices quoted in rands here and AU$ there.
Interesting that they don't round down bets below 1.10, so there are a couple of place payouts for 1.04. That is something that should be considered for SA Tote returns. That, and a reduction in the take-out to stimulate local Tote betting. 21c in the rand is a killer. For amateur cash only.

5. How will international pooling benefit customers?
If you're placing a bet into a pool with international pooling you can bet with more confidence as bigger totalisator pools will lead to less fluctuations in dividends. This will give more certainty for customers.

The above statement is what really interests me.
Obviously the Australians have not yet met "Mr. Phantom" who places HUGe amounts of money on at least 3 race horses per SA race............
I wonder if the AUS people feel the same as we do? I BET you not.
