NHRA & Spoornet loco order- what do they have in common

NHRA cannot schedule enough races for the 3 year old maindens...
Spoornet cannot schedule enough trains for the trucks they have...

both seem to resolve the problem in a way that does not make sense...

Spoornet is going to buy more loco's..
why?...

this is the reason...
they have about 81,000 trucks of various kinds..animal.chemical..coal..etc
they run an inhouse designed computer program ...DTSP or Daily Train Service Plan

the DTSP program must schedule the trains for the next day, taking into account the customer's requirements, kind of trucks, kind of loco's (ie electric or diesel),Metro rail and other long distance passenger rail companies using the same rail network.

At best, 64,000 of the 81,000 trucks have been scheduled.
instead of telling management...look we are not able to get the program to schedule the remaining trucks....we say...we dont have enough loco's

hence management goes off and order a 100 more loco's
the DTSP program is very simular to a program that schedules school class rosters. Have so many students, so many classes per week, so many class rooms, so many teachers.

yet, Spoornet is packed with einsteins..all in theory...E & Y have their contingent of IT specialist on site too.
All been there for more than 6 years..billed at +R1050 per hour...8 hours a day..5 days a week..

Yet, we cry of tax payers money being wasted.
fire the auditors (E & Y)., fire Gama...stop the order of 100 loco's for billions and get a programmer to write a DTSP program.
any programmer that passed the CUC during the early 80's will be able to write this program in 8 hours. exam time was 8 hours. class roster was one of the programs in the exams. every one bought the old exam papers and model answers.
