RE: UNILATERAL CHANGE OF RACE FORMAT- RUNNER BUT NO BET!
I draw your urgent attention to an article in the Citizen's Racing Express, Page 1, headed 'Ray Sauce running for the money'.
The gist of it is that due to some techincal hitch, the horse Ray Sauce is not carded on the official race card (to be run on Saturday 27 June 2009), yet it is a runner. However, no bets will be taken on the horse; only the owners will benefit should it win or run into the placings to collect a stakes cheque.
In terms of universally accepted horseracing gambling rules, any horse that runs in a must be a participant in the relevant pools, together with all the other runners IN THE SAME RACE! Therefore, this decision flies in the face of fairplay and universally horserace betting practices and may be even be deemed fraudulent/criminal/totally unfair!
In view of the above, this arbitrary, unilateral decision of the operators (Gold Circle and Phumelela) must be halted immediately.
We also call upon you to ensure that all betting types/modes/forms, etc are duly submitted to the Board for approval before a betting operating licence is issued and that the punting public be called upon to comment and/or propose changes, etc.
In the public interest (especially the majority of punters who are blacks), you, as their custodians and on their recent mandate at the polls, are obliged to safeguard their interests in this industry which is loaded with arrogant whites, many of whom never supported the ANC...and never will!
Your immediate actioning, response and acknowledgement will be appreciated.
