One of the owners has given a comment on Sportingpost. It was an unfortunate incident.
It has happened numerous times.
Figueroa won a race, with Big Brass, with the saddle slipping forward. It was trained by St John De Gray.
Horses have won recently in other parts of the world with the saddle slipping or riding cowboy style but once the weight bags go, you done and dusted.

Maybe we should consider a non runner option for disqualified runners under these circumstances?

I think a couple of bookies did refund but only win bets and not ATCs
I am sure no foul play but 2/7 to 8/10 was certainly cause for concern.

In South Africa you cannot trust the betting for shit. That 2/7 out to 8/10 means very little here than if it were to happen in the UK. All this tells you is some bloke thought they would price this up at 2/7 and then it drifted to a more backable price. Look at the odds for KZN racing everytime they run. If you are going to investigate odds movements like these then you need to open up an Investigation Unit for 4racing to manage. Nothing to see here - Happens very infrequently but happens nonetheless. In KZN it is normal to see favourites go out to 7/1 and 8/1 by racetime and nobody bats an eyelid any more.

In the UK this would not happen because they price this up at 2/7 and then punters are laying the F out of that 7/2 for it to lose. This unfortunately cannot happen in grand old South Africa because Betfair entering would spell the end for the cash cow. So there are no repercussions for pricing horses up at 2/7 in SA, only upside.

Betfair aren’t all they are cracked up to be. They impose exchange limits of GBP 5000 exposure and also hit winning traders and punters with up to 60% commission charges.
Take it from someone who was involved from the good old Flutter.Com days pre-2004
