INQUIRY – TRAINER MS M L TURNER


The National Horseracing Authority confirms that at an Inquiry held in Port Elizabeth on 19 November 2020, Trainer Ms M L Turner was required to answer to two separate charges relating to contraventions of the Rules of The National Horseracing Authority of Southern Africa.

Charge one – contraventions of Rules 34.1; 72.1.7; 72.1.8 and 72.1.15:

The specifics of charge one being that, as the Trainer of SARK, she entered and started this horse on multiple occasions, when it was not owned by the person in whose name it was reflected under and was not registered under the owner’s name that it should have been.

Charge two – contravention of Rule 72.1.19:

The particulars of charge two, being that she conspired with an unlicensed person to commit a fraudulent and dishonest act by entering into a bloodstock transaction with a person, accepting monies from him and not registering him as an owner as required to do so.

Trainer Turner pleaded not guilty to both charges.

The Inquiry Board found Trainer Turner guilty of both charges and after considering all factors stated in mitigation and aggravation, imposed the following penalties:

Charge one: A fine of R25 000 (twenty five thousand Rand) and that Ms Turner’s licence as a trainer be cancelled - the cancellation of her licence is wholly suspended for a period of two years on condition that she is not found guilty of any contraventions of these Rules during this period.

Charge two: A fine of R25 000 (twenty five thousand Rand) and that Ms Turner’s licence as a trainer be cancelled – the cancellation of her licence is wholly suspended for a period of two years on condition that she is not found guilty of a contravention of this Rule during this period.


Ms Turner has the right of appeal against the findings and the penalties imposed.

.....very harsh for under the lap activity.....however Moodley Inc are so hell bent to make an example they will chase the silent investors from the yards that may need such financial assistance in these pressing times...:S
.....wonder how deep they will push up that microscope for any new colors applicants.....:huh:

There have been multiple examples of under the lap racing over time which has been televised or admitted to in interviews.....why now and why Montana?

The test of any rule and sanction is the that it is administered evenly and to everyone.

Just another disgraceful day in SA Racing.
