Can someone from TAB or a BOOKMKER or anyone else explain how the open bet works?

Do the BOOKMAKER pay a fee to TAB for the “privallage” on taking open bets?

If the open bet is bad for racing, why is it allowed?

Should I feel guilty when placing an open bet with a bookmaker?

As an owner/racing fan I’d rather punters played exotics with the tote

As a bookie I’d rather just be an agent for the tote

As a punter, I would not be too bothered if it was bad for racing as there is a few benefits from playing with a bookie rather than the tote

Imagine what happens if all the punters skipped the Tote and played the open bet with the Bookies.
There won't be a pool for the Bookies to declare dividends so no Tote Win, Place, Exacta, Swinger, Trifecta, Quartet, PA, Pick,6 etc

Maybe the Bookies will create their own pools without a Tote?
