......this is a ploy to try prevent a typical Cape Town styled race meeting with not enough for rd place dividends ......they are simply trying to increase the field sizes or prevent further loss of punter interest.....they seemed to have reverse engineered a suggestion of an astute legal eagle that suggested an "appearance fee" paid by operators for bringing their(owners products) to participate ....so a half way measure to ensure that the owner gets a chance of getting noms transport etc covered.....not the grandest scheme around .....as it will fill low MR races with real no hopers trying to get petrol money to send previously retired bush bashers to plod into a mid race place...:S

No-Hopers or not, to increase pools, the argument goes that one has to increase field sizes - if that argument holds true, those No-Hopers should be allowed to take their chances - what else should happen to them ?
A suggestion to even things up - why not take the stakes that now are going to paid from 6th to 10th place (say 5k ?) and divide that by the numbers of runners in the race, and then every horse in the race earn that equal amount (the first 5 get this added to their stake) - so then we have 'appearance money' to cover the nom fees - alternatively do away with nom fees - but that creates problems of its own

10% Trainer
10% Jockey
1% Groom
3% Presents
Now if there was actual consultation with Owners prior to once again just telling owners what will happen then it would be a different story.
In principal i do not disagree with paying to 10th place, personally i believe it more important at this stage to have larger fields and more interest than not.
There should be criteria though, in fields of 12 runners or more the stakes are paid to 10th place. The stakes from 6th to 10th are not subject to any deduction by the Trainer, Jockey or Groom. to me this would make more sense.

Not a bad implementation to pay stakes to 10 th place, IMO.
In the EPL 2018/9 season for example the winners of the league bagged about £150 million.
However even the team's that were relegated had earnings of about
£100 million.
Have seen Oz pay out stakes for every runner in Harness Racing.

IMO, stakes should only get paid to horses who finish in positions that could entail a positive effect on their merit rating, with maybe the 5th runner getting just their stakes back.... (Handicaps, yes).... Why should a horse who finishes in 8th 30l behind the winner get his 'stake' back (lets just say the sum of 8th equates to the nom fee for now), when all his trainer is doing is looking after his MR as he is lining up a race for the horse....
