The sad fact is the stipes change decisions at their discretion. In this instance their discretion should have been to allow the horse to run with shoes.
.
I support people who have put in the time and care for the game.
Unfortunately, the horse could never have been allowed to run with shoes once publicly committed without shoes. We can never go bending rules to suit this or that individual. It would be hundreds of times worse than what happened to these innocent connections. Change the rule and then okay. But the rules are there to protect the public and everyone else, including the other owners in that race and everyone's bets.
For instance, what if your opinion is that this horse is an iffy mover needs shoes to win and you are waiting for her to run in shoes. Each time you check the card and then the card changes. So you leave it out, and it wins and suddenly shoes "appeared" mid-racemeeting?
Horseracing is a game of strategy and information, a sort of chess game with real pieces and real costs and consequences. We offer the public something special in horseracing, not the clickbait that is casino gaming.
Tony you are being contradictory in your argument.
The rules state that changes can be allowed before a certain time. This was done. This horse should have been allowed to run. The fault is 100% due to the system not working. The trainer did everything according to the book. Why punish the innocent party?
The solution would be to have stipes who stop playing judge and jury. This could all have been sorted with one simple phone call whilst the horses were in the parade ring. Why did this not happen?

My decs are done online. You always receive the message on the screen, that you must check that the change etc has gone through, afterwards.
Whether this was an IT error or a human error, is immaterial. S@#t happens. However, this does not happen often, from NRB. Probably 1 in 100 000....
The fact remains that the final confirmation after a change is made, must be done by the Trainer. However, we Trainers are mostly very busy and do not always have time to check. I was recently fined for late decs, which were due to connectivity issues my side. We got onto the site, made changes and then it started hanging, not going through. I then drove just off the Property, to get reception to call the changes in. By the time that I finally got through, it was just past the deadline. It can and does happen.
What we do in our yard now, is a card check on every raceday, after first string, between 07h00 and 08h00.
I feel for tank38. Let's hope that it all goes away, with a good win next time out.

I would like to add that these deadlines are there specifically for the benefit of the Punters. We cannot afford to bend these rules and in so doing, hurt the Punters.

The trainer isn't being punished, he is suffering the consequences of crap and indifferent services. Just by the way, I have had many phone bets before, and I don't call back to check. There are tapes by law, and if they fuck up, they fix it. Just one of the many reasons why some businesses and government businesses who remain unaccountable, sink.
Whoever checks the horses in the parade ring saw that this horse was carded to run without shoes, yet the shoes were on. The card changes from 9 am did not list that the horse was to have shoes.
So to the entire world, 20 minutes before this race, had this horse to run without shoes. So the stipes did their job and gave the owner(s) an option to scratch or to remove the shoes to comply with the publicly declared kit. It's clear that the horse may not run with shoes, irrespective of who made the error. How can the "who" change the fact that there is an error?
Are you saying that we don't need to check the equipment on horses? As LG says, the checks are in the public interest, not the competitors. And don't you agree?
So we differ in that you say the changes had been made. Unfortunately, the changes had not been made, if they had been done then the card changes would have said "Shoes ON". We have to be able to trust the information that comes to us because it's material to how we play. You can't blame people for feeling cheated if the info they keep getting is wrong. We sell horseracing as the "brain game".
This is about the rules between racing and the public, and the in house operations with owners, trainers and officials is for them to sort out however they want. No business puts its employees and suppliers in front of their customers.
It's astonishing that still, no one gets this.
