Western Cape Racing in February

I have checked the Racing Calendar for February and concluded that Cape Town has only 3 Saturday meetings at Kenilworth and 1 Midweek meeeting.
There are no meetings scheduled for Durbanville and there was no meeting last weekend.
How does the Track Operator cover Overhead costs,and Owners and trainers cover yheir costs with such a paucity of Racing.Is February still not a summer month.
