48.3 In an emergency, the SB, may appoint a suitable individual to act in any of the capacities
referred to in RULES 48.1 and 48.2 for a specific RACE MEETING. Such individual will not
require a licence for that meeting but, before commencing such duties, shall agree to be and
shall be bound by the CONSTITUTION and the RULES. The cost of such appointment may
be recovered from the RACING OPERATOR concerned.

I am hearing the Chief Stipe in PE has been fired and that Mike James is being used alongside Shaun Parker to prop up PE. This must be a bitter pill for Barends who is doing his best to wipe out the white faces at the NHA. Tarquin Norval has been rushed back into duty in the Cape after being forced to take a package. Shame poor Lyndon, he really doesnt get it.

Some very juicy rumours about why the lawyer in PE was sent there in the first place, and why he has been booted out. I see no press releases, why ever not I wonder.
