TBP.......A voucher is issued via a tote teller when you cash your tote ticket.The voucher which looks like the normal tote ticket shows the value of the winnings and is normally issued when no cash is available to payout the winning ticket.
It is surprising and disturbing that with the advent of Saftote where all provinces bets are now pooled yet tickets cannot be cashed at any tote in any part of the country.

P.S. From a KZN point of view all value that could be gained on the Tote went out the back door when Saftote came into operation.
