Quality of Race
Inquiry boards must be mindful of the stake and quality of the race in determining a
suitable penalty (i.e. Maiden race vs Group 1 race
I do not agree with this - punters money won or lost on a Grade 1 or Maiden is still money lost through cheating or negligence. And potential damage to the horse Maiden or Group Performer is still the same - Horses first punters next in my opinion!

Steve ,the problem is that Englanders comments would apply to 90% of the public and most of us punters!! .....................I realise that the if you are prepared to investigate to the enth degree the difference in intent may be established,but that is not much help if 90% of the public just believe its just that "crooked racing game"
I think that,in view of the deep rooted general perception of racing,a strategy of "presenting the industry in the best possible light" might be a good strategy?
.........and must agree, that to suggest that the quality of race should determine penalties, is disingenuous,to say the least .........for the reasons you give!

I do agree Rob - Most punters have no idea there is even an NHRA site let alone that the penalties and rules are published there - Perhaps the Racing publications should carry the link
