Under the lap racing

I would like to bring up the following subject

I often hear from owners and trainers during interviews that a particular person has a share in a horse but that person's name don't appear in the official ownership of the horse as per the official race card

Now as as far as I know according to NHA rules all owners in a TB that are racing must be color holders. It was /is still called under the lap racing and according to NHA rules not allowed and a person if get caught could lose it colors.

If the above is true, and please correct me if I am wrong, why do NHA then allows it
and if I am wrong correct me and advise if that rule was changed.

I don't have a bone to pick with anybody it is just something I have noticed and was wondering has there been a rule change that I was unaware off.

As far as I'm aware this has been around forever - and very hard to enforce if they don't know about it - and if the trainer / other partners keep mum, how will they know ?

I also think it comes back to cost as well - what do I get in return for not racing 'under the lap' ? Basically the same question as to why should I join the RA - although I suppose the NHA would argue that they are the 'controllers' of the sport and that they charge colour holders in order to keep the 'riff-raff' out

I have heard trainers and owners say on TV that person so and so has ashare but that persons name don't appear in the racecard
I also would think if you have ashrein a horse you would like to have your name in the racecard

The color of the stake money is the same whether your name is in the racecard or not - and some people prefer being out of the 'limelight'

I got my very first share in a racehorse, before I had my colours( probably the best horse I ever owned ..lol)by virtue of someone owing me money and paid with the share. I remember clearly being around the parade ring when it returned to the winners box after a win and been warned to not start shouting about "my horse"...........certainly in those days,an objection by any other connection would have been successful.
I have often heard credit given to an owner , not mentioned in the racecard,in interviews, and wondered why no objection????.........it constitutes a confession after all! :S
I fairly sure certain rules have changed as , in the old days , every member of a syndicate had to be an individual colour holder........I don't think that is still the case!

What I fail to understand is that persons on this forum complains that the NHA is not enforcing their rules, now a person point out that a rule is not enforce it sounds to me that it is OK!
I was hoping for meaningful contributions but it seems to me that for some forum members it is not possible to make a meaningful contribution.

Hell James, I'm not sure what you mean by 'meaningful' discussion  and nobody said that it was ok? Just that it is probably still happening and is very hard to stop ?
