Fields of 21 plus horses exotics qualifying number

Cheltenham yesterday where there was more than 20 runners does number 20 not qualify for all numbers 21 and upwards in exotics ???

Saftote now can accommodate 30 runners on their software so that rule only applies if there are 31 or more runners in a race.

Now more difficult than hitting a number on a dart-board... :( ...racing has been turned into a lottery in trying to compete with other forms of gambling like the lottery rather than promoting the unique skill required in analysing form and solving the puzzle of considering draw, jockey, trainer, distance, course, etc, etc

It is much harder now especially in the massive fields. I feel it should be like the old days if there are 16 or more runners carded 4 horses should qualify for the PA the same as the tote pays places.
