Can some 1 please explain to me how TAB calculate their payouts? Pure Elegance SP 25/1 yet winning dividend was R13.90.. whereas King Air SP 20/1 yet winning dividend was R34.90?

Starting prices and the tote payouts are unrelated. SP's set by bookies. Tote payouts are pool based and depends on which percentage of the money was on the winning bet. If there is a 1000 bucks in the win pool, and 100 of that was on the winning horse, the tote payout would be R10 (i.e. R10 * 100 = R1000 ).
I'm ignoring the take-out for simplicity purposes.

Serene Response - no excuses but can't understand why the horse faded.
1) Last race the horse had plenty left in the tank.
2) The horse was course and distance suited today.
That's racing I guess.
