It seems the PA was closed immediately after the announced was made that the race was abandoned. Online punters very rarely take their bets hours before the event......usually before the race is run.

They do that often ....staff members that are not trained or those who don't understand the nature of the pools

Once the 2nd race was abandoned it is deemed that the 1st leg of the p/a has been run—the tote was also closed.

We are not allowed by law to lay any bets after a race has been run or abandoned and the 2nd race and p/a fall into the same category—this was not a decision made by untrained or ignorant employees as alluded to –it was compliance with gambling rules.
