Bullsh!t...........they had no discretion in deciding whether the horse was a runner or not ,but they DID have the discretion to declare the race null and void.............they just lack the competence and ability to think!

They have to apply the rule.If they just declare race nulla and void it creates future problems.
Maybe they should have rerun the race after race 9 like they did in France a few years ago.
Either way a royal mess .
Charles Laird is a great trainer when training fewer horses.
He is a very shrewd trainer and over the years learnt from mistakes.
Anton accepting 4 rides and Charles knowing 4 kg i am sure at level weights Charles eould have won.
Nb This will win a group uno

In my opinion , the starter should get fired
Don't think he knows how much money he cost the Punters and Gold Circle today
Will anyone keep there jobs if they cost there boss millions????

Why has there been no mention of rule 61.5.13.1: which states that the starter can declare a "no race" and abadon it.
This is different to a "no start" which would be required immediately after the gates open!!!!!

Why no mention of rule 61.5.13.1 which allows the starter to declare a "No Race" and abandon it.
This rule is surely to cater for,and correct the failure to call a "no start"
This would seem to be the most suitable ,fair and sensible action to have been applied.
I have stated before that I don't believe they know their own rules and my guess is they stopped at 61.5.10,without being aware that 61.5.13 existed!!!!!!!!
