Can someone explain to me how a Deadheat for 3rd was delcared in race 5? :S

With a naked eye, the 1 had got 3rd. Even Chainsaw confirmed this, so did the Commentator.

With the photo up, it was even more obvious that the 1 had got 3rd. No 8 wasnt event touching the line when No1's nose was crossing the line.

Or am I looking at the photo upside down perhaps? :S:S
