comparison RSA and Australian betting

I have read about 200 pages of the forum to get reasonably acquainted with what you guys are faced with there. The 6% tax must be a real killer on winning bets.
Australian totes
Win and place deduction -- 14.5 - 15%
Trifecta -- 18%
We have big liquidity on Betfair, but due to a recent High Court decision that ruled that all betting operators had to pay 1.5% turnover tax to the racing authority conducting the meeting, Betfair have been actively weeding out traders, as they are a losing proposition for them.
Metropolitan bookmakers though in big decline in numbers -- bet selected clients Best Fluctuation.
Metro bookies must bet clients to lose $5000 (abut R37500)

does your $1.04 guaranteed minimum payout on your tote result in other horses dividends being reduced...eg if Black Caviar wins a race and a 33/1 shot runs 2nd would that also pay $1.04 a place to compensate for the payout on BC??
Give everything but up!
