How to open a betting business in Hong Kong

Hello everyone.
Hong Kong is a very large and rich city with great opportunities. I want to start a betting business there.
Tell me if this business is allowed there? How much does a license cost? We have all the necessary bookmaker software.

Non starter. Its only HKJC thats allowed to operate and one has to go through them which is close to impossible.

Do you offer to open a betting business in Mauritius? As far as I know, one company there occupied the entire gaming market. Or I'm wrong?
