Who is to blame - the JC for not enforcing a system which ensures a trustable product? or the actual participants - trainers, jockeys, owners? Australia recently enforced law/procedure to alleviate this kind of thing - is posted elsewhere on this forum, it is far to easy in SAF to manipulate by trainers/connections of a first timer that is so obviously being outrode for monetary gain.
what exactly are the reasons for not wanting to set up barrier trials and reporting on such?

Surely the JC can see there is something suspicious about this and investigate? (bringing racing into disrepute and all that), or the operators - surely they can intervene and realise it is affecting their turnover? Or the trainers - surely they realise this kind of conduct is affecting their livelihood?
