The National Horseracing Authority confirms that an inquiry was held at its offices on Wednesday Tuesday 24 June 2014.
The inquiry arose out of comments made by Mr Louis Goosen in the post-race interview after the running of the Syringa Handicap at Turffontein on 25 May 2014.
Trainer Goosen was charged with a contravention of Rule 72.1.26 in that his statements implied that the handicappers deliberately and unfairly applied the guidelines so as to cause maximum prejudice to horses that he is training.
Trainer Goosen pleaded not guilty to the charge.
The Inquiry Board, however, found Mr Goosen guilty, and imposed a penalty of a fine of R10 000-00, which is wholly suspended for a period of twelve (12) months on condition that Mr Goosen is not found guilty of an offence in terms of Rule 72.1.26 over the said period.
Trainer Goosen has the right of appeal against both the finding and the penalty imposed.

Wish they were as quick to clamp down on the baddies as they are the goodies

Be fair, Mr Goosen got a mild reprimand and will only be fined if he does it all over again. There was no clamp. People have been fined more for less, but consistency doesn't seem to be the watchword right now. Mr Goosen can obviously handle himself in these situations. He'd probably be a world class stipe if let at it.

Goosen to straight to be a stipe.....he would be very unpopular.....horse racing runs though his veins and anything that can harm it he will challenge it. A true racing man......

Humble opinions arent really my forte, Jack...... I leave the "humble opinions" to the many that run around in the background, complaining to me and to others about things, asking me to follow up or do something, but who are terrified of saying something themselves. The list is long and the positive changes that I have been involved in are many.... in my not so humble opinion.
