The International Federation Of Horseracing Authorities (IFHA) has made a drive towards this, but of the 59 member countries only 35 are full signatories to article 6 and 17 are partial signatories. The aim of Article 6 of the IFHA is to protect the integrity of racing, through controlling the use of substances capable of giving a horse an advantage or disadvantage in a race, contrary to its inherent merits.

The International Federation Of Horseracing Authorities (IFHA) has made a drive towards this, but of the 59 member countries only 35 are full signatories to article 6 and 17 are partial signatories. A lot of natural remedies and herbs have unknown substances in them ... either naturally or else these are added by the manufacturers as adulterants. Trainers need to be careful about using things on their horses whose ingredients aren't known.

Surely then those countries should not be able to compete on the international circuit...
for namesake if Country XYZ dont conform... then they cant travel/compete in country ABC...

The IFHA is not recognised as the world's governing body though, it just invites country's authorities to join it, and furthermore the USA and Britain are among the partial signatories!
